Replacing existing downlights vs adding new ones
Replacing old halogen downlights with LEDs usually reuses the existing holes and wiring, so each light is quick to change.
Adding new positions means cutting new holes, running cable through the ceiling and often adding a new switch. Access to the ceiling space makes a big difference to the time needed.

Does the price include the lights?
Ask. Some quotes are labour only and you supply the fittings; others include standard LED fittings. Premium, tilt or smart downlights cost more. Make sure fittings are rated for insulation contact if your ceiling is insulated.

Replacing a light vs a new fan position
If a light is already in the right spot, the electrician can usually swap it for a fan using the existing wiring, though the ceiling may need extra bracing.
A fan in a new position, or one with a separate wall control, needs new cable through the ceiling. That is why the hub price is quoted as a labour range, and why supplying the fan yourself changes the total.
